Does Salvation Occur Only After Baptism? Will Infants Go to Heaven?

Some believe that salvation occurs only after a person is immersed in water. Is this true?
Brantly Millegan, for example, at the Catholic University of America, said the following in a recent interview with the Christian Post, "Catholics baptize infants because infants have Original Sin and need Jesus for salvation just as much as anyone else, and baptism is the way they can receive it."
Many of the early church fathers embraced this view of baptism as well. Even though we cherish many of their teachings, they were fallible…some taught that the Holy Spirit was a created being, the salvation of all (including Satan), purgatory, and so on. Therefore, we must look primarily at what the scriptures teach.

The theme throughout the New Testament is clear: Only believers are baptized. The Bible says that faith in Christ alone saves. Romans 10:9 states, "If you confess with your mouth the Lord Jesus and believe in your heart that God has raised Him from the dead, you will be saved." If baptism was the final saving mechanism then we'd be guilty of baptizing unbelievers.
Here are a few misunderstood passages:
1. Acts 2:38, "Peter said, 'Repent, and let every one of you be baptized in the name of Jesus Christ for the remission of sins…'." Repentance is the key to remission (forgiveness), not baptism. Baptism identifies the believer with Christ much in the same way that circumcision identified the relationship that God had with the Old Testament saints. Circumcision did not save, believing did: "Abraham believed in the Lord, and God counted it to him for righteousness" (Romans 4:3). Baptism does not save; it reflects what has already been done in the heart.,, could this point really be true? lets view the second part of this post and pleas ebe sure to drop your comments knowing fully well that it will help alot to clarify our christian brothers on this issue
some actually believe that baptism is a sacrament that must be performed by every christian as a sign of committing himself to the lord Jesus Christ, and as Christ himself was baptized it became obligatory for every one who nameth the name of the lord to follow his footsteps in the christian race and start by getting baptized. baptism remains a must to all believers. you will believe first, confess Christ and then get baptized into the family of Christ. baptism is also necessary for qualification for partaking in the holy Eucharist, i repeat,  not compulsory but necessary. i have a reason for starting from the aspect i did, we are all learning under the masters feet and with the guidance of the holy spirit we will learn better. GOD BLESS YOU READERS! AMEN
